Description

The purpose of this Prior Information Notice (PIN) is to initiate a market engagement exercise for the procurement of a 2 STAGE DESIGN AND BUILD project for Redditch Station.

1. Project description
Worcestershire County Council ('the Council') are promoting and delivering a redevelopment of Redditch Railway Station and its environs.

The Redditch Station project aims to create an integrated multi-modal transport interchange as a modern attractive gateway bringing together the Railway Quarter and Town Centre as one seamless place for visitors and residents and maximising the town's benefits as the final destination on the Cross-City railway from Birmingham. This is to be achieved by the following objectives:

a) Create a modern attractive gateway and customer experience for commuters and visitors
b) Create a multi-modal interchange with accessibility for all users
c) Enhance station amenities and accessibility sufficient to meet Redditch's 1.1 million trips p.a. and allow for 8-22% passenger growth between 2020 and 2035
d) Greater connection between Redditch town centre and the Railway Quarter for all
e) Create safe and secure environment for all users public and staff
f) Create a sustainable and green environment and reduce carbon consumption
g) Support the regeneration and future development of land within the Redditch Railway Quarter.

This procurement project scope consists of the following key components:

a) Demolition of existing station building structure
b) Installation and removal of temporary rail operation facilities, revenue protection and operator accommodation.
c) Development of a multi-modal transport interchange, considering rail, bus, taxi, drop off/pick up, cycle and pedestrian access with facilities for cycle parking.
d) Redevelopment of station car park (no net change of spaces) to facilitate improved access and drop off/pick up.
e) Construction of new 2 storey station building - upper level provides access direct to Unicorn Hill and public realm. Lower-level access to platform and car parking.
f) Provision on new staff accommodation and public facilities - waiting room, toilets, retail
g) Creation of new Public Realm area in front of station as a green environment connecting to the Redditch Town centre Towns Fund Public Realm scheme.
h) Highways modifications across Unicorn Hill, creating an upgraded crossing and access to the existing bus interchange to the Kingfisher Centre.
i) Works to adjacent public house and Victorian terraces
j) Passive provision for future phases.


Project Location
The site is located in Redditch town centre, in the north-east of Worcestershire county and 12 miles south of Birmingham.
We are seeking expressions of interest and inviting interested parties to complete and return the questionnaire which will inform our procurement strategy
