Description
Multiply (England) Capability Support Programme
Early Market Engagement Notice:
This notice does not signify the commencement of any competitive process and does not constitute any commitment by the Department for Education (DfE) at this stage.
Further context as to this potential opportunity, including background to Multiply, broad objectives of the Multiply (England) Capability Support Programme and the virtual supplier event can be accessed through the Department's e-Tendering portal, Jaggaer. Registration details are below.
Background
Multiply is the Government's programme to boost adult (19+) numeracy across the UK. A key pillar is local delivery, with up to £270m available to 81 local areas in England (in 22/23, 23/24 and 24/25). Multiply interventions are designed to both target those cohorts who have challenges in terms of their proximity to the labour market, e.g. a dedicated offer for learners in prison and those leaving the care system, and those whom we know face significant barriers to learning e.g. family and work commitments and confidence. Multiply provision is delivered through a wide range of providers including local authorities, voluntary and community sector organisations (VCS), further education colleges, independent training providers and employers, some of whom are new to delivery of adult numeracy provision.
To complement this work and to address specific delivery challenges, the DfE wishes to commission an equivalent capability and capacity building programme to support those delivering Multiply provision in England and wider local actors, e.g. employers and Job Centre Plus'.
The Requirement
DfE is looking to commission a capability and capacity building programme to support Multiply delivery in England, working with Multiply providers and wider local actors involved in delivery. Local areas work with a total of approximately 400 providers to deliver Multiply but, given the broad range of Multiply activity, we would expect the programme to work with smaller subsets of these providers (and other local actors) as appropriate according to the specific focus of the support. We will hold a virtual supplier event to provide information about the opportunity and to work with prospective suppliers to further shape the proposal.
How to engage
To participate in our virtual supplier event and respond to the pre-event survey, please register for an account and view the "current opportunities" page in Jaggaer at: https://education.app.jaggaer.com . Search for "project_8503 - Multiply (England) Capability Support Programme." All communications with DfE will be held via Jaggaer.
Once registered, interested organisations are to complete a short survey in Jaggaer to help develop an understanding of market interest and capability against the requirements. Please respond to the survey by 12.00, 04/09/23 to receive an invitation link to the event. The virtual supplier event will take place at 14.00, 05/09/23.
