Description
The provision of single lead employers service for Palliative Medicine Post Graduate Doctors has been in place since 2014. The existing contract comes to an end on 31 March 2023, with a need to re-procure this service. A single Lead Employer has provided much needed consistency of approach across the whole region and has avoided Post Graduate Doctors having to switch employers as their placements move around the region and into, and out of, hospice and acute settings.
The management fee of the existing contract is a fixed fee of £38,333 per year equating to £767 per learner (based on the 2018 specification for 50 learners). This is paid upon receipt of a quarterly invoice managed through the NHS Terms and Conditions for the Provision of Services Contract (January 2018). It is a higher unit price than London's other Lead Employer contract: Public Health and General Practice who receive a management fee of £552 per learner. It is expected that this re-procurement will offer financial savings, whilst further improving quality and consistency of service.
The lead employer currently managing 60 Palliative Medicine Post Graduate Doctors ST3 and above. There are plans for some expansion this year 22/23 of 5 learners with a similar small growth for the following year (not confirmed) New starter vary between 5 - 10 per year.
The new contract will cover the procedure agreed by HEE to ensure continuity of funding to hospice placements when trainees are accessing IMT under the new curricular requirements.
