Description
The Council requires external capacity to carry out the process of procuring an external partner to operate the Civic Halls under a lease agreement.
Outlined in the tender specification are the anticipated stages of this process and the key tasks required by the Council to undertake the operator procurement. This is based on the following key assumptions:
• The procurement being conducted under the competitive dialogue procedure as set out in the Public Contracts Regulations (2015)
• A single stage dialogue (possibly a two-stage process, with short-listing of bidders after the first stage, however, this would be dependent on market interest and timescales for selecting a preferred partner).
• Procurement of an operator for the Civic Halls only.
