Description

The Sussex Air Quality Partnership (Sussex-air), on behalf of the members in Sussex is seeking to invite quotes to undertake the contract of the air quality data management and information service for the "Sussex Air Quality Partnership".
The contract will be known as the "Sussex Air data management and information Contract 2018-2020".

Overview of services required within the contract

The "Contractor" will be required to carry out the following tasks for the period of the contract, commencing on 1st May 2018.
The contract for the service shall run from 1st May 2018 to the 30th April 2020 (or a later date if a contract extension is agreed).
The "Contractor" shall:
1 - Collect, collate, validate, ratify and disseminate air pollution measurements from the Sussex Air Quality Network (SAQN) air quality monitoring stations (AQMS) listed in Appendix 1 and any future AQMS. The partnership reserves the right to add or remove AQMS from the network with reasonable notice. Costs will adjust as and when these AQMS are added or removed.
2 - Archive historical and new data and disseminate measurements from all the AQMS in the SAQN, including the DEFRA AURN sites listed in Appendix 1.
3 - Provide fault notification. Provide call-out and co-ordination with Equipment Support Units (ESUs) for Local Authority sites listed in Appendix 1. This includes raising call-outs and monitoring performance of response, to ensure minimised data loss.
4 - Support Local Site Operators (itemised in 4.1 & 4.2).
5 - Send a representative to the quarterly Sussex-air partnership meetings. Provide network updates to the Sussex-air project officer, at least one week prior to the scheduled meetings.
6 - Provide and disseminate timely air quality forecasts to Sussex-air partnership members.

7 - Provide and disseminate timely air quality forecasts to the "airAlert" service for Sussex (see: www.airalert.info).

8 - Create, host (or arrange hosting of), maintain and provide technical support and data to the Sussex-air websites: www.sussex-air.net, www.airalert.info, http://www.coldalert.info; http://www.heatalert.info (currently in development). The websites shall be maintained, hosted and updated regularly to comply with UK/EU standards and any security issues that may be identified will be fixed as soon as possible, as will any security updates required to any software.
