Description

Kent Police wish to learn more about available digital asset management systems which will either negate or significantly reduce the need for evidential material to be copied to physical media. The system must be able to store, manage, analyse and share digital assets such as video, audio, images, documents and others. The assets may originate from interviews (video, audio, transcripts, etc), body worn video, CCTV, telephone call recordings and forensic investigations. Kent Police envisage that the assets may be stored both locally and in the cloud. Members of the public and industry must be able to upload digital assets to the system. The system must also be able to analyse the assets to identify those which may be potentially relevant to a particular case.

Once Kent Police have a greater understanding of what is available and what it requires it is anticipated that it will undertake a full procurement process to identify a preferred supplier.

Kent Police are undertaking soft market testing in relation to a digital asset management system. Kent Police are inviting interested suppliers to submit details of their product that meets the digital asset management requirements outlined above and in the draft specification. These may be followed by further engagement in early 2017 at Kent Police College, Coverdale Avenue, Maidstone, ME15 9DW to demonstrate the product and answer follow-up questions. Further details of this engagement will be provided in due course. Kent Police are interested to see what the market has to offer.

(1) How your software delivers the requirements in the draft specification

(2) Potential costs (set up and ongoing costs)

(3) Security features

(4) How the digital evidence file can be linked to a digital case file

(5) Flexibility and versatility of metadata.

This soft market testing aims to engage with economic operators to assess the feasibility of the proposed requirements. Kent Police encourages open, fair and transparent procurement and an economic operator's omission from any part of the soft market testing will not be taken into account in any subsequent bidder selection or tender evaluation process.
