Description

Portsmouth City Council is seeking to appoint a supplier for the provision of consultancy services to deliver a Project Business Plan in line with current HLF guidance (October 2012). The Project Business Plan will be a key component of the Second Round Application to the Heritage Lottery Fund which will be submitted in June 2018.

The supplier should have a proven track record of working on similar projects, and specifically writing Project Business Plans for HLF funded projects.

The deliverables of the Project Business Plan are to:
- Assess the full financial implications of undertaking the LCT 7074 project
- Identify how any new financial commitments arising from the project will be met
- Assess the impact of the LCT project on the project partners organization and its finances
- Identify what is required to ensure the project outcomes can be delivered and maintained for the long term

The 350 Ton ship LCT 7074 is the only surviving Landing Craft (Tank) from D-Day and one of only three in the world. LCTs were built crudely and quickly to carry tanks and put them ashore; 7074 carried 10 to Normandy on 6 June 1944.

The project will secure a sustainable future for this exceptional survivor; completing the conservation that began with salvage in 2014. Showcasing her alongside the new D-Day Museum, puts LCT 7074 at the city's heart, engaging a potential 4.5 million annual users of Southsea Common with the story of the ship and her people; it puts her D-Day story in context for museum visitors. The project will create engagement opportunities in Portsmouth and beyond, train apprentices and volunteers in practical conservation, and complement and enhance the D-Day Museum offer.

As well as LCT, the project involves two related archives and two second world war tanks until recently displayed outside the D-Day Museum. LCT 7074 will be located in the immediate vicinity of the D-Day Museum but will not be physically linked to it.

The D-Day Museum is currently the subject of an HLF project and will re-open in March 2018. Although the museum re-opens in 2018 the project activity plan runs until February 2018.
