Description

NOTE: This notice was updated on 21 June 2019 for the following reason: Deadline for submission has been extended.(1.Transport for the North (TfN) has recognised the need to provide an overarching modelling and appraisal framework for the North to enable a One North approach for data, modelling and investment decisions. As such over the past two years TfN have been developing and applying the Analytical Framework.
2.The Analytical Framework includes numerous models to forecast travel needs up to 2060. These models pivot off a base year, which needs to be robust and include as much representative observed data as possible. Observed data can be expensive, intrusive and sometimes unsafe to collect. As such, to support the Analytical Framework, TfN is looking to utilise data harvested from mobile devices to strengthen models.
3.The Analytical Framework also includes monitoring the Major Road Network (MRN) and the strategic rail network of the North. This monitoring currently uses 'low velocity' planning data to understand the characteristics of the networks and their users, as well as help understand where investment is best prioritised. In the near future this low velocity data could be used for intervention 'before and after' monitoring. The potential of 'faster velocity' data is recognised to provide nearer to real-time monitoring, as well as potential opportunities for operational tools.
4.Data harvested from mobile devices includes data from mobile phones and from a variety of GPS devices, for example in-vehicle satellite navigation devices and vehicle tracking devices. Either type of data, or a combination of the two, is expected to be able meet the requirements specified in this document.
5.Data from mobile devices is expected to provide significant data intelligence for planning requirements across the North and at an individual link and rail station level. It is expected to provide broadly consistent spatial and temporal quality across the North, including robust estimates of origin-destination movements and aggregate traveller segments.)
