Description

The University's 10 year Estate Strategy was implemented in 2017 and is focused on the delivery of the core principles of Quality, One Team, Reputation and Sustainability. Two of the main developments detailed within the Strategy are progressing well, namely the development of the New Engineering and Design Facility (including the refurbishment of the Babbage Building) and the colocation of Health and Human Sciences adjacent to Plymouth Train Station within the Intercity House building.
As part of the next phase of the delivery of the strategy, the University wishes to relocate the Plymouth Business School from its existing off-campus location in the Cookworthy Building to a more prominent location on the main campus. This will support collaboration between University Faculties, plus provision of a clear identity, enhanced school branding and generate a good first impression to students, industry partners, local and regional businesses and the wider community. The Fitzroy Building has been identified as a suitable building to fulfil these objectives. The building will require decant of the existing occupiers before a full refurbishment project can proceed.
The University wishes to appoint a multi-discipline professional team to deliver the project from its current stage (circa RIBA stage 0/1) to operational use (RIBA stage 7), with the building being ready for the 2023/24 academic year. As such, it is anticipated the tender opportunity will be advertised during November 2020. The core team will deliver Project Management, Cost Consultant, Architecture MEP Engineer, Structural/Civil Engineer and Principal Designer services as well as other specialist sub-consultants and surveys as may be required to deliver the project.
It is currently anticipated that a traditional procurement route will be adopted to appoint a main contractor, although this is subject to review and recommendation by the appointed professional team. The total gross project budget is anticipated to be circa £7m, although funding has only been approved to the end of RIBA stage 2 at present, therefore a break clause would be included within any appointment.
As a Civic University, the University is supportive of the local city area and local community, economically, socially and environmentally. Furthermore, as an active member of the Building Plymouth initiative the University is supportive of the local economy and its supply chain therefore wishes to encourage local supply chain members to tender for the opportunity.
At this stage expressions of interest are sought from the organisations having suitable capacity and capability, specifically noting the project requirements and method of procurement. Please note that the opportunity will be competitively tendered through an OJEU compliant restricted procedure. Responses are to be kept brief as no information provided at this stage will be used for anything beyond identifying a procurement methodology and route to market.
