Description
The London Borough of Hackney (the Authority) is the contracting authority for this procurement. It is the landlord of approximately 31,467 dwellings located within the borough, comprising 22,946 (approx. 70%) units of tenanted stock and 9,521 (approx. 30%) leasehold units. The works will be predominately to housing blocks and to other assets held in the Housing Revenue Account (HRA), but may include works to non-HRA assets.
The Council is passionate about its housing stock, and committed to the aims and principles of social housing. It is both a privilege and a duty to repair and maintain the Council's homes and estates, where more than 30,000 tenants and leaseholders live and are their beating heart.
Last year we published a long-term vision for our homes, in a new Housing Asset Management Strategy, and began work to procure new contracts to deliver that work, which would deliver on the ambitions of that document as well as the Council's wider objectives in making Hackney fairer, safer and more sustainable.
These procurements have been unavoidably affected by the global coronavirus pandemic. While the ambitions remain, the Council has had to urgently respond to the risk of not having suitable contracts in place to maintain our homes to the required standard. This report outlines a business case to procure a specific range of projects over external frameworks, as an interim delivery arrangement until the new long term contracts can be put in place.
This will ensure that the Council can continue to maintain homes so they are safe, secure and decent.
The planned programmes of works will be largely delivered on the basis of the established partnering model, using FAC-1 and TAC-1 Contracts
The delivery of Social Value and Environmental Change across the Borough, is paramount to the Council and these have been set out by the Mayor and in recently published policy documents.
The Council also wish to explore prospective roles for SMEs (including BAMEs) and specialist trades contractors across all works

The Council also wish to explore prospective roles for SMEs (including BAMEs) and specialist trades contractors across all works stream contracts and, in particular, the best ways to maximise a 'one-visit' focus with regard to works carried out within Residents' dwellings, and to void properties. This is in order to achieve greater efficiencies of time and cost in areas that have previously been regarded as separate trade based works packages.
The Council will hold a general Information Day in 2021 for anyone interested in this opportunity and this will particularly focused at the Local SME and BAME market.
This PIN has been issued by the Authority to provide advance notice of the anticipated Contract Notices inviting expressions of interest and a Market Engagement Questionnaire is being issued to all interested parties
