Description
NHS England South (South West) (the Commissioner) seeks to commission Alternative Provider Medical Services (APMS) Primary Care Services in Plymouth. This procurement is being carried out by NHS South, Central & West Commissioning Support Unit on behalf of the Commissioners. The Contract start date is 1st April 2018 for 3 years with an optional 2 year extension period. The services may be modified during the term of any contract for additional primary care services which may be required within Plymouth in either a caretaking capacity or to be added to the contract as an addition to existing practices or as a satellite service. The provider will be working towards New Models of Care addressing the pressures facing GPs; ensuring the needs and priorities of patients and the public are met enabling general practice to be fit for the future.
This has been advertised within OJEU via a Prior Information Notice (PIN) as a call for competition and is initially published as a notice for a market engagement event which is scheduled for Friday 4th August 2017 and supersedes PIN 2017/S 126-256650 due to changes in the scope of the services. The commissioner may then choose to proceed to publish tender documents to parties who have responded to the notice and there shall be no further notice published. Any procurement will be based on an open procedure subject to the qualification in section V1.3.
The Market Engagement Event will be held on Friday 4th August 2017 at The Guildhall, Armada Way, Plymouth PL1 2AA from 10:00 - 15:00. This event is open to providers and potential future providers of APMS Primary Care Services. Commissioners will give a presentation on the services required and potential procurement routes and timescales. Providers will then be invited to feedback and input through individual or group sessions.

The Services are healthcare services within the meaning and scope of Annex XIV of Directive 2014/24/EU ("the Directive") and Schedule 3 to the Public Contract Regulations 2015 ("the Regulations"). The tendering process will be conducted in accordance with the requirements and flexibilities provided by Articles 74 to 76 of the Directive, and Regulations 74 to 76 of the Regulations. The Authority will run a transparent tender process, treating all bidders equally. For the avoidance of doubt, the Authority will not be bound by the Regulations or the Treaty on the Functioning of the European Union or any other regulations or legislation except for the specific parts or circumstances that apply to the procurement of these Services.
Neither the inclusion of a bidder selection stage, nor the use of any language or terms found in the Directive or Regulations, nor the description of the procedure voluntarily adopted by the Authority ("Open", "Restricted", "Competitive Procedure with Negotiation", "Competitive Dialogue" or any other description), nor any other indication, shall be taken to mean that the Authority intends to hold itself bound by the Directive or Regulations, save by the provisions applicable to services coming within the scope of Annex XIV of the Directive / Schedule 3 of the Regulations. The services are healthcare services falling within Schedule 3 to the Public Contracts Regulations 2015 ("the Regulations") which are not subject to the full regime of the Regulations, but is instead governed by the "Light Touch Regime" contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77).
