Description

Birmingham City Council (The Council) requires a supplier for the project management, design, delivery, analysis and feedback of an annual staff engagement survey.

Birmingham City Council's (BCC) ambition outlined in the Corporate Plan 2022-2026 is to transform the Council, so we can serve the city and its citizens in the most effective way. The Councils' People Services Be Bold Plan 2023 and beyond is focused on delivering a vision of being best in class, by attracting and retaining a motivated, engaged, and skilled workforce, meeting the needs of the citizens of Birmingham, and supporting a safe happy and thriving workforce.

BCC is seeking support to develop and deliver on a staff engagement survey for 2023, with plans to conduct this on an annual basis to provide part of the evidence to improvement. The staff engagement survey has the following key aims:

-To measure current staff perceptions of working for Birmingham City Council and their level of engagement.
-To explore the key factors that are driving levels of satisfaction amongst staff.
-To identify variations in opinion across directorates, divisions, and demographics.

The Council is seeking quotes from external survey companies for the project management, design, delivery, analysis, and feedback for a staff engagement survey for Autumn 2023 (October/November), which will provide a new baseline and engagement index for BCC to compare to other public sector organisations and local authorities.

The Council is looking for a supplier with a demonstrable track record of creative design and delivery of these types of surveys. They will need expertise in survey design and analysis, employee engagement and be able to benchmark the findings against other local authorities. The supplier will need to demonstrate how they will improve the completion rates and ensure that all employees can participate. This must include approximately 42% of the workforce (around 4,000) who do not have access to the Council's computer system (offline workers).

This contract will be for a period of approximately 4 months from commencement date.
