Description

The Specialist Explosive Ordnance Disposal & Search, Exploitation and Countermeasures (SEEC) Project Team, part of the United Kingdom Ministry of Defence (The Authority) intends to award a contract to Emergent BioSolutions Canada Inc. for the supply of Reactive Skin Decontamination Lotion Kits (RSDL). The contract is for 7 Years and has an estimated value of £300,000 (Ex VAT).
The contract will be required for 7 years. This will be for initial three (3) years and four (4) additional option years to support the uplifting of stockpiles. The contract will not involve any direct training, as it is already in service.
Only Emergent BioSolutions Canada Inc. have the necessary expertise, knowledge, and manufacturing facilities to deliver the Reactive Skin Decontamination Lotion Kit to the timeline required. The Kit provided by Emergent BioSolutions Emergent BioSolutions Canada Inc is the only equipment that has been tested and approved for safe use with this capability. In addition, it is already used within the UK MOD and introducing a potentially different system to perform the task would result in an unacceptable risk to the user due to the operating a mixed fleet.
This contract is below the threshold for DSPCR 2011. Therefore, this notice has been published in the interests of transparency. The Authority is negotiating this contract with Emergent BioSolutions Canada Inc. on a single source basis on the basis that Emergent BioSolutions Canada Inc. is the only supplier with the technical capability to undertake this requirement within the timelines required by the user
