Description

This scheme relates to the existing Sir Charles Kao University Technical College (UTC). The UTC is looking to join the Burnt Mill Academy Trust (BMAT) and will be rebranded to become the BMAT STEM Academy. BMAT will run the UTC as a 14-16 provision for the first two years (2018-2020) and from September 2020, post-16 education will be reintroduced. At capacity the UTC will provide 450 pupil places.

The UTC is a new build Academy located within the wider Harlow College campus. As part of the re-brokerage the Trust require;
- Standalone kitchen and dining facilities
- Additional classrooms by partitioning the larger specialist spaces to facilitate curriculum delivery.

Currently a client feasibility study is being undertaken. The procurement route for this project will be a two stage tender. First a Pre-Construction Services Agreement (PCSA) for Contractors Proposals and any additional surveys the bidder requires to inform their design. The successful contractor will also be responsible for developing and submitting a Planning Application, including discharge of planning conditions, for the necessary external alterations to the façade and kitchen installation. The successful contractor will then be appointed under a JCT Intermediate Building Contract 2016 with Contractor's Design.

Appointment of the contractor will be on the basis of the criteria to be published in the tender documents and the contract will be awarded on the basis of the following split: Qualitative Assessment (60%) / Quantitative Assessment (40%).
