Description
National Museums Liverpool (NML) is seeking consultancy services to support the delivery of two sets of public sector business cases in the 5-case model to Department for Digital. Culture, Media and Sport (DCMS) and His Majesty's Treasury (HMT). Both projects are on Liverpool's historic waterfront and are being carried out as part of our estate transformation project. The duration of the consultancy is until 31st December 2024, with options to extend up until 31 December 2026 subject to funding and satisfactory performance.
This further competition tender is being undertaken under Crown Commercial Services (CCS) DPS Framework Agreement RM6126 Research & Insights - Lot 1: Research & Insights. Accordingly, tenderers eligible to participate in this further competition are those that have been onboarded onto the Crown Commercial Services (CCS) DPS Framework Agreement RM6126 Research & Insights - Lot 1: Research & Insights; and have also been shortlisted by NML in line with the Crown Commercial Services shortlisting criteria, as at 13 March 2023, and assigned reference 38502
The initial scope of this tender is for the Production of Business cases for two cultural projects described below:-
1. The first of the two initial cultural projects is a ?15M regeneration of the historic maritime landscape at Canning Docks;
2. The second is the ?58M reimagining of the content, visitor experience and operation of the International Slavery Museum and Maritime Museum, s
Consultancy Services Sought and Status Update
The scope falls into two sections:
Section 1 - Capacity and capability to create a clear and well written report within the required timescale:-
- Project management of the information gathering and drafting process
- Expertise to critique and refine the work that has been produced so far
- Capacity for drafting sections on receipt of information and text from NML
- Editorial capability to create the final version
Section 2 - Experience and expertise to work with NML to make a compelling case for investment to central government.
- Expertise to collaborate with NML staff on creating a compelling case and on shaping the content for a central government audience.
- Specific expertise to draft the Economic Cases
- Specific expertise to draft the Benefits Realisation section of the Management Cases
- Advice on stating the case for the two projects so that they are distinct and mutually reinforcing.

Further Potential Requirements
In addition, the full potential scope of contract may include work on business cases for other projects on NML's behalf, such as supporting a mixed used commercial development on our site at Dale St and a future new Collection Store.
