Description

REGION - Latin America (Mexico)

The Foreign and Commonwealth Office (the Authority), represented by the British Embassy in Mexico City, seeks to appoint one Service Supplier to provide a technical investigation on Beneficial Ownership data and its potential use in improving transparency in public procurement.

The work will be undertaken under the supervision of the Global Digital Marketplace Programme's Latin America Regional team (Product and Delivery manager) with the support from the Anti-Corruption, Digitalisation and Competition Policy Unit at the British Embassy in Mexico City, through regular planning and review meetings with the delivery partner to ensure that the work plans align with the programme vision and objectives, and review progress against these.

The deliverable for this project is as follows:

The project would deliver a list of the specific Beneficial Ownership data-points required to create a registry and a mapping of these requirements to existing data, identifying the government agencies where the data is being collected, whether this data is currently accessible or whether it can be made accessible, whether data from different sources is interoperable and, if not, how it could be made so. Also this will take into account any privacy and security requirements. It will also consider the quality and updatedness of the data.

The primary beneficiaries of this project will be the Mexican Government Beneficial Ownership Working Group and the Open Government Partnership, whose work focuses on this area of development.

A final report, both in English and Spanish, with key recommendations will be expected to be presented to the GDMP team as part of the knowledge transfer and handover at the end of the present engagement.

This investigation will provide a further clarity on the steps required to begin work on a Beneficial Ownership register and the use of the Beneficial Ownership Data Standard (BODS) in procurement transparency.
