Description

Solent Transport - a partnership between Hampshire County Council, Portsmouth City Council, Southampton City Council and Isle of Wight Council - has received funding from the Department for Transport as part of it successful Future Transport Zone bid to develop and launch a Mobility as a Service (MaaS) platform. The role of contracting authority/entity and sourcing agent will be undertaken by Portsmouth City Council ('the council') on behalf of Solent Transport.

The project is funded until 2024, beyond which it is targeted that the platform will be financial self-sustaining on a rolling basis and ideally provide an ongoing income stream which can be shared by the parties. The target date for launch of the platform is July 2021 following a procurement exercise to secure a MaaS development partner by March 2021.

Solent Transport has outlined the project aims, draft specification as well as the contracting and tendering strategies and commercial model. The initial proposition pack is available in the document set on this portal. In summary, the top level requirements for the platform include:
• multi-modal journey planning, either from launch or in the future
• accurate comparisons between transport modes (in price, time, environmental impact etc.)
• in-app ticket purchasing
• provision of data to monitor the success of the scheme
• ability to adapt and respond to data/research findings and the needs of transport operators
• neutrality across all transport providers

Prior to commencing a formal procurement process, Solent Transport is seeking feedback on its initial specification, contracting and commercial strategy. Solent Transport is offering confidential 1-2-1 feedback consultation meetings with interested parties. Meetings will take place from 14th to 25th September 2020 and can be booked via email application to procurement@portsmouthcc.gov.uk

Following completion of this market testing exercise, the council envisages undertaking a formal procurement exercise using the Restricted Procedure. The council envisages appointing the successful development partner on a 2-stage contracting basis. The 1st stage will cover the development of the platform in conjunction with Solent Transport and its local partners, including the local Universities. Subject to satisfactory completion of the 1st stage development work, the 2nd stage will cover the launch and operation of the MaaS platform on a flexible hybrid service / concession contracting basis. The council will take a flexible approach to contracting terms in order to allow for a range of commercial models that may be put forward along with supplier led contractual clauses.
