Description

Background
Blisworth Parish Council is responsible for the majority of street lighting in the village (68 lights).
Most of the lights are old and, as a result, have high running costs (power supply & repairs).
The PC wish to replace these with more efficient lights with the following objectives
Objectives
1. Minimise electricity usage (whilst maintaining existing lighting levels)
2. Minimise ongoing maintenance/replacement costs.
3. Minimise capital payback period.
4. Ensure that work is carried out to a high standard and that all safety requirements (including Regulatory requirements) are achieved.
5. Minimise disruption whilst work is being carried out.
Requirements
The Parish Council asks that any contractor wishing to carry out these works provide as much information as possible to evidence how they will help achieve these objectives, including (but not limited to) the items listed below.
• Recommendation for each of the 68 lights, including lamp type/wattage, together with an explanation regarding why each option has been recommended.
• Recommendation regarding light output (lumens) and whether warm or cool. Unless recommended otherwise, we expect these to be maintained at existing levels.
• Details of any additional supplies required. For example, posts, brackets etc...
• Expected lifetime of any supplies
• Warranty period for any supplies.
• Ease/cost of repair and/or replacement, and reassurance regarding availability of parts
• Capital cost for each item
• Running cost (wattage) for new lights. To include details of opportunity to switch to lower wattage during lighting period.
• Estimated output reduction
• Photocell lux levels if new photocells are required
• Details of all safety standards for materials and works.
• Details of works, including time to complete, disruption to residents, supply and any other requirements.
• Details of work carried out for any other Parish or County Councils

Communication/documentation
The Parish Council can provide a list of existing lights (including locations) and would expect a survey to be carried out.
Councillors are willing to meet on site to discuss any questions/issues, and would welcome communication (advice or otherwise) in advance of final tender.
Final tenders should be submitted in writing, in sealed envelopes to the Parish Council Chairman, David Wilson 21 Stoke Road, Blisworth NN7 3BZ by no later than Friday 27th November.
