Description

The work will contribute to the evidence base on franchising and identify areas for improvement as well as ideas for larger scale reform. This will influence our approach to setting the future direction of rail franchising (which will also be included in the Rail Strategy). The work will be done in two parts. Part one looks at pressures on franchising (financial, commercial and political) and part two focus on furthering environmental, social and economic objectives within the franchising model.
