Description
The Home Office is responsible for making decisions every year about who has rights to visit or stay in the country. Future Supplier Services (FSS) is a strategic buying programme that has been set up to procure a variety of services for UK Visas and Immigration (UKVI) and some additional services for Her Majesty's Passport Office (HMPO).
The remit of FSS is to assess how we will deliver services in the future, including running the procurements, mobilising the resulting contracts, and delivering them into business as usual operations.
Following on from the market engagement event that was held in July 2020 it has been decided that the procurement of the services in scope should follow a phased approach, and this will require a number of distinct procurements.
The first phase of procurements relates to the requirement for front end services both in the UK and overseas. These services include, biometric enrolment, digital interviewing and associated customer-facing physical infrastructure, as well as other supporting services. It is this first phase that this notice relates to.
(There may also be a requirement for DNA sample collection and dispatch to an accredited testing laboratory).
In recognition of the significant changes that have been made to the current service delivery models, and the evolution of technology, the programme is considering how services can be delivered to improve the customer journey whilst maximising value and efficiency.
The purpose of this notice and the next engagement event is to update the market of the forthcoming procurement, as well as to seek industry insight in defining its requirements and procurement strategy.
There will be further supplier engagement events that will focus on other phases and procurements that will be launched to deliver other services within the FSS programme. These will include Secure Testing, Contact Centres, Assisted Digital and Health Testing, and will be advertised at a later stage.

The Authority is intending to host a further supplier engagement event on Thursday 14th January 2021, to build on the insight gained at the previous event.The event will update attendees on the high-level requirements and the evolving procurement strategy. This is seen by the Home Office as an opportunity to shape the method of delivery, and to receive feedback as to the viability of the approach.During the event we hope that you will;• provide constructive insights to challenge, or endorse, the Home Office's emerging vision of future outsourced visa services. This should be based on the attendees' understanding of what the market can deliver by the time that the service moves to live operations.• explore the potential for creating a better match between the statement of requirements and industry capabilities; and• provide a view on the proposed procurement strategy.Places are likely to be limited.
