Description
Hertfordshire County Council is carrying out some pre-procurement market engagement for Children's Mediation Services. Therefore, we are inviting suppliers to complete the pre-procurement market engagement questionnaire. There is a statutory duty of the Council, under The Children and Families Act 2014, to provide the opportunity for both parents/carers and young people to access mediation before they can register an appeal with the First Tier Tribunal (Special Education Needs and Disability) in order to promote early resolution of disputes through non-judicial means.
Providers will ensure parents and young people who are subject to Education, Health and Care (EHC) needs assessment have access to independent mediation with regards to all elements of the EHC plan.
The service will provide independent and neutral support to achieve early and informal resolution to disagreement through:
An independent mediation service
An independent disagreement resolution service

This stage of the project allows the Council to understand the strengths and weaknesses of the options; technologies; methodologies; and/or solutions available to deliver its outcomes. Furthermore, this process enables organisations to effectively plan for any potential forthcoming procurement.
The Council will consider the input and responses received as part of this PPME to help inform the Council's options and further decision making.
