Description
Birmingham City Council Early Years and Childcare Service (EYCC) requires a supplier for the provision of Supporting Quality Improvement, Sufficiency and the Information Duty in the Out of School Sector.
It is the intention of the EYCC service to commission a contract to provide the following:
• Support, advice, guidance and challenge to support the continuous quality improvement cycle in the private and maintained OOS and holiday scheme sector as, evidence shows that higher quality provision has greater developmental benefits for children, particularly for the most disadvantaged children leading to better long term aspirations and outcomes.
• Support in meeting the sufficiency duty relating to the private and maintained OOS sector because parents and carers require high quality, flexible and accessible childcare to enable them to work and train. Improving accessibility to work and training will reduce the negative impacts of poverty on child and family well-being.
• Contributing to the information duty, by supporting the collection of reliable data relating to the availability of out of school and holiday care provision available in Birmingham. Previous sufficiency assessments have informed that parents have difficulty accessing information relating to childcare and holiday play schemes. This difficulty increases for families with children with special educational needs or a disability creating a barrier to returning to training and work.
The commissioning arrangement will ensure best value for service provision and will enable the on-going provision of sufficient high quality out of school childcare services.
This contract will be for a period of 12 months commencing 1st April 2018 until 31st March 2019.
