Description
This is a Prior Information Notice (PIN) Call for Competition issued in accordance with the Public Contracts Regulations and is issued to give notice to the market that NHS Liverpool Clinical Commissioning Group (CCG) intends to issue invitations to confirm interest of suitably qualified and experienced dispensing contractors to provide a pilot for a Stoma Appliance Management Service. The pilot will include a centralised support service that will be responsible for all aspects of Stoma Appliance prescribing needs, overseen by specialist Nurse Clinicians who have an in depth understanding of Stoma Care as well as being qualified to authorise prescriptions. The pilot aims to improve patient care whilst reducing prescribing spend. This notice is a call for competition issued in accordance with the Public Contracts Regulations. Interested Providers must Express an Interest via EU-Supply to inform the contracting authority of their interest in the pilot. The pilot will be awarded without publication of a further call for competition. Procurement documents will be made available to interested Providers. Providers wishing to express an interest in
participating in this process should register their interest on the EU Supply Website to access the supporting documentation. Those interested parties who have registered their interest at this future date, will only be invited to participate in a future tender evaluation.
The proposal is to seek expressions of interest from Dispensing Contractors to run a pilot service with a zero value contract, thus no upfront investment by the CCG would be required. Dispensing Contractors can claim an appliance use review (AUR) fee from NHS England of £28 per patient per year, or £54 if conducted in the patient's home (to a maximum of 1 per 35 appliances dispensed). No other income will be generated from the service other than payment for normal service activity associated with dispensing appliances.
