Description

Portsmouth City Council - the 'Council' - is seeking to establish a multi contractor framework agreement for high rise building demolition works and other related high value / complexity demolition works. Once established the framework agreement will be open to all contracting authorities within England to use. The framework agreement will be established via the invitation of tenders for the demolition of Leamington and Horatia House - 2 high rise residential blocks located in Somerstown, Portsmouth. Award of the framework agreement is targeted for 23rd February 2021 with commencement immediately following.

The value of demolition works at Leamington and Horatia House are anticipated to be approximately £5.25M with onsite works commencing April 2021 to be completed by May 2022. The contract will be let using the JCT Design and Build Contract 2016. Whilst the call off contract is specifically to address the demolition of Leamington ad Horatia House, it is envisaged the type of contractors who tender for the framework will have the capability to undertake other demolition works for lower complexity residential and office/commercial buildings from around £1M in value upwards.

The framework agreement will run for a period of 4 years with the option to extend by a further 4 years, during which individual call off contracts will be let on a project by project basis. There will be no upper or lower value constraints in respect of project contracts let by via the framework agreement. The Council is unable to provide any accurate estimates of total value of work that may be let via the framework agreement over the total allowable term. However, total values could range over 8 years from £240M to £400M.

The Council will let the agreement and associated live project works in accordance with the following programme:
1. SSQ return deadline - 6th November 2020 14:00
2. Tender shortlist confirmed - 20th November 2020
3. Issue ITT - 30th November 2020
4. Tender return deadline - 22nd January 2021 14:00
6. Contract award - 23rd February 2021
