Description
Kent County Council (KCC) is to broaden the support options available for those receiving a Direct Payment. Whilst a Public Interest Notice was requested last year, Notice reference 2022S 00002927 our requirements have been further developed and full scope agreed, hence the need now for a Market Engagement Notice.
As part of KCCs Making a difference everyday approach, KCC want to be able to provide more choice and control to those requiring support and wish to explore the market in more depth, for high quality alternatives to care and support. KCC want to engage with specialist suppliers with knowledge and experience, who can offer the following services - brokerage, payroll, Personal Assistant Recruitment, and managed accounts to assist Kent in diversifying their self-direct support portfolio. Our aim is to stimulate dialogues to consider a diverse range of service options. The options could include several providers who can supply all services countywide or individual suppliers providing certain services geographically. We are keen to understand how suppliers can contribute to the development of the service model(s).
In the long term, KCC would be looking to work with those suppliers to develop an Individual Service Fund offering, as part of our commitment to an entirely person-centered approach to options available to individuals.
We want to engage with the existing and potential suppliers to understand:
The market offerings
What are the risks?
What are the barriers to entering the market?
How suppliers can help shape the model
What evidence you have collated to confirm why this is needed within the community
With this shift we intend provide a range of opportunities with the market to build a plan together that ensures the market is built up and supported. Initially we will host an event) to outline our requirements in greater depth, this will provide participants with the opportunity to share their views and provide feedback. This first event will be held on the 19th of July virtually via Microsoft Teams.
The intended outcome of the exercise is to enable Kent to be better informed, and to enable prospective suppliers to shape the future market.
