Description

Norfolk County Council is looking to procure the provision of a 22 bed residential care home facility for homeless individuals or individuals at risk of becoming homeless, who present with a dual diagnosis. The definition of a dual diagnosis in this context is ' an individual who presents with co-existing mental health (and/or personality disorder and substance misuse problems (drugs and/or alcohol)'.

The beds are for individuals undertaking a recovery / integration phase to develop their ability to move on to the community and maintain their mental health and reduced use of substances. Residents eligible for the recovery beds will initially utilise the service for approximately 3-6 months at any one time. Longer term stays will be subject to approval by the mental health funding panel and reviewed annually.


Although this is a countywide service the home should ideally be located within the Norwich urban area and needs to meet CQC requirements.

The home must be able to demonstrate that it can deliver a psychologically informed environment

When addressing day-to-day issues it is recognised and expected that the home be mindful, up to date and compliant with the law in regards to the possession / dealing / usage of illicit substances.

The home should be able to provide areas within the building where alcohol consumption is permitted / not permitted in order to facilitate and support any change amongst the residents as well as to ensure the safety and well-being of both residents and staff.
