Description

**The procurement procedure did not result in a contract award as no suitable offers were made**

The Science and Technology Facilities Council (STFC) requires a Software package to capture/ record any hardware and software requirements for space based scientific projects.

Upon receiving a specification from within STFC, the document (which must be readable by Microsoft Word, Microsoft Excel, or Adobe Acrobat) will be manually uploaded into the tool, which will allow users to capture, trace, analyse, and manage any changes made to information and requirements set out within the document.

A user would then manually select the requirements within the specification to flow down to the relevant users. The tool would allow a user to follow the requirement down the 'tree' to the lowest level to ensure that the engineer with the correct skill set picks up and processes the requirement. It will also allow test results to be related to specific requirements to show if they have been met.

For avoidance of doubt, year 1 of this requirement is cloud based, with the intention to move to an on-premises solution in year 2 for the remainder of the contract. The decision will be made by STFC in year 1 of the agreement, in consultation with the supplier. Any deviation from this intention will not be a material change under PCR 2015 Regulation 72.
