Description

The Council requires a supplier for the provision of Electronic Grant Management Service for Holiday Activity and Food Programme (HAF) - Christmas 2021 - (Pilot project).

The Council is seeking to streamline the HAF grants management process by appointing one organisation to distribute an agreed pot of funding to different types of providers. The organisation should have previous experience of managing high value and complex grants management services and capable of issuing grants to the voluntary and community sector, commercial sector, and schools. Providers that can demonstrate that they can reach the target audience should be prioritised for funding.

The organisation is required to ensure that applicants meet the agreed eligibility and assessment criteria, in line with the DfE and the Council's requirements. The criteria will include, but is not limited, to quality of provision, safeguarding policy and procedures, health and safety, school food standards, food safety and appropriate insurances cover.

The organisation will support providers, especially small grassroots organisations, to access funding for activity clubs and healthy food by taking an engaging and supportive approach. Applications can be for either activity and food combined or separately.

This organisation will be required to manage and administer the entire grants management process from beginning to end via an existing grant management software system.

The grant management software system should provide the following:

o A web-based application process that accepts supporting documentation and confirms applicants' eligibility against agreed criteria
o An end to end grant management process which ensures that funding is awarded to providers that demonstrate they can reach the target audience.
o Accepts applications from the following sectors: schools, commercial (with a modest turnover and social objectives) and the voluntary and sector.
o Up to date financial and performance reports at each stage of the process.
o Reports that track and monitor sufficiency levels and gaps in provision.
This contract will be for a period of 3 months commencing 1st November 2021.
