Description

Portsmouth City Council, the 'Council', in collaboration with the Eastern Solent Coastal Partnership (ESCP) is seeking to appoint a major coastal defence contractor to deliver a significant programme of works to provide new improved flood defences at Southsea seafront.

Principle design work (RIBA Stage 3) has been completed following extensive consultation and a planning application is targeted for submission in May 2019.

The core objectives of the scheme are as follows:

o To reduce the risk of coastal flooding and erosion to all properties and infrastructure within the Southsea flood cell.
o Provide a minimum standard of protection of 0.5% AEP (1 in 200 year) for the scheme frontage against flooding and coastal erosion for the next 100 years, including for climate change effects.
o Identify and exploit opportunities for enhancement of the wider realm
o Incorporate environmental enhancement initiatives where possible.

The Southsea Coastal Scheme (the Scheme) is a significant infrastructure project of the area to reduce the risk of coastal flooding and erosion.

The Scheme covers 4.5km (2.8miles) of coastline from the Long Curtain Moat in the west to the Eastney Battery in the east. The seafront, along with Southsea Common, is a focal point for recreation and tourism and is hugely important for the city.

The Scheme divides Southsea frontage into six frontages which will be built in phases, so it will not encompass the entire seafront at one time.

Whilst the Council cannot commit to a firm programme at this point a target date for start on site has been set as March 2020.

The term of the contract cannot be accurately defined at this point and will be determined by completion of the scope of work, however the Council currently estimates a term of 8-10 years.

The Council estimates that delivery of the Scheme in its entirety may cost in the region of ?95m - ?110m. This figure includes all pre-construction and construction activities that the Council may require the successful contractor to undertake.

The contractor will be required to work with the Council on a two-stage open book basis with Early Contractor Involvement (ECI) provided as the first stage.

It is envisaged that the contractor will be secured to deliver the works under an NEC4 Engineering Construction Contract (ECC) Option C with X22 (ECI) on a build only basis, however this is currently under review and will be defined within the tender pack.

The Council will execute this procurement process in accordance with the 'Restricted Procedure' as set out within the 'Public Contracts Regulations (2015)' which encompasses an initial shortlisting phase prior to inviting tenders from the shortlisted contractors.
