Description

We are currently inviting applications from providers who are able to supply supplementary support to complement other forms of support already available through the ESF/Big Lottery funded Brighter Futures project:

Lot 1: Supplementary mental health and well-being provision
The combination of individual condition management support plus group activities which boost health and well-being, should help BBO participants with long-term common mental and physical health conditions become more involved in their local community, participate in education and move closer to employment

Lot 2: Employment support provision for people with common mental and physical health conditions and/or learning difficulties and/or disabilities
This employment support provision comprising individual health and employment action planning, advice workshops, vocational profiling and job matching will support people with learning difficulties and/or disabilities and common mental and physical health conditions who, with specialised support, can find and sustain employment.

Lot 3: Vocational Skills Routeway provision
Vocational routeway provision can provide a bridge between unemployment and work, for individuals that have a work-related skills and/or experience gap. Through a 'sector-based work academy' format including work familiarisation, pre-employment training and a guaranteed job interview, vocational routeways will secure multiple positive outcomes for Brighter Future participants.

If you are interested in supplying this provision, please complete the attached specification and questionnaire document which is also available on the Business2Business website and return to Rob Gray at rob@business2businesslimited.com by the submission deadline at 5pm on Friday November 16th. Responses for each lot will be scored against fixed selection and award criteria.

The following selection criteria will be used:

• Organisational capacity
• Economic and financial standing
• Prior experience of service delivery

Tenders that do not satisfy the above selection criteria will be de-selected from the procurement process.

The following Most Economically Advantageous Tender (MEAT) award criteria will be used to score tenders that satisfy the selection criteria:

• Price 20%
• Merit of provision design 20%
• Quality of plans to engage participants (lot 1) or employers (lots 2 and 3) 20%
• Merit of approach to meeting the needs of participants 20%
• Quality of the approach to be taken to management and monitoring 20%

The highest scoring tender for each lot will be the winning tender for that lot. If they wish to apply for more than one lot, tenderers can use the same application form to apply for more than one lot. Only information supplied by tenderers in response to the questions will be taken into account during the scoring process. Please note that additional information may be requested as part of our due diligence procedures.
For clarifications, please send written queries to rob@business2businesslimited.com. A response will be given within 24 hours of the query being raised. The questions and answers document available on the Business2Business website will be updated within 48 hours of the query being made. The deadline for queries relating to this specification is 5pm on 14th November 2018. The winning tenders will be notified on 23rd November after which there will be a standstill period. An award notice will be published on 23rd November.

Brighter Futures is a community-based project delivered through a partnership of ten local organisations throughout Leicester and Leicestershire. The project, which is funded by the European Social Fund and the National Lottery, through the Big Lottery Fund, provides a wide range of learning and employment support interventions to support holistic social inclusion. As the lead partner, we commission providers through the project's Community Provision Fund to supply supplementary forms of support to meet participants' additional needs.
