Description
This contract notice is not a call for competition and this notice should be viewed as a Voluntary Ex Ante Transparency Notice (VEAT) to inform the marketplace and to satisfy the Government's Transparency Agenda. The DES Apache Capability Sustainment Programme (Apache CSP), part of the UK Ministry of Defence ("MoD"), intends to award a Contract to Isograph Ltd to purchase three (3) Reliability Workbench (FaultTree+ including event tree and Markov analysis) Version 14.0 Software licences. In addition to the three (3) licenses, the Authority will also require associated training on the use of the Reliability Workbench including for ongoing annual technical support over a three (3) year contracting period.
The Authority intend to use the Isograph software to view a Loss of Aircraft Model (Loss Model) that is being developed under Contract (FAS5/AHCSP/001), Contract Award Notice No: 2018/S 184-417661. The contractor and its associated sub-contractor(s) are using the named software and in turn the Authority require access to this software to carry out an essential safety risk assessment required by Military Aviation Authority (MAA) regulation for certification activity. There is no alternative method that is available to the Authority for it to view the information and the valuable technical data being created within the software and therefore competing this requirement is not possible on this occasion due to the reasons outlined. Isograph Ltd own all IP to the software being utilised and confirmation has been received by the Authority that it will not provide a licence to a third party. The Apache CSP DT will proceed with placing a single source contract for the purchase of the Isograph's FaultTree+. A further transparency notice will be published once the contract has been awarded.
