Description

The aim of this project is to analyse public responses received to the Environmental Targets public consultation and summarise the findings in interim and final reports.
Defra has an Environmental Targets programme which is developing a proposed suite of long-term, legally-binding environmental targets to meet requirements in the Environment Bill. Timely and effective completion of this project is pivotal to inform the programme and make sure it is on track to bring forwards target statutory instruments by October 2022.
This project requires a rapid analysis exercise, expected to commence at the opening of consultation in early February 2022, with the final report required (at the latest) 3 weeks after the consultation's close.
Defra would welcome proposals from independent tenderers and consortia for this project.
The Environmental Targets Programme will launch a public consultation on proposed environmental targets expected in February 2021. The consultation is a crucial step in helping inform our evidence-led target-setting process by hearing a range of views on the ambition and achievability of target proposals.
The aim of this project is for an external organisation to carry out comprehensive, accurate and timely analysis of consultation responses. Detailed and thorough analysis of the consultation responses will be considered as Defra finalises target proposals and prepares a government response to consultation.
Expected Timeline
The project is a rapid exercise, expected to commence in the middle of February 2022 to deliver an interim report within 2 weeks of the consultation closing, and a final report a short time after that. Tenderers should only bid for the project if they are confident they can deliver in this rapid timeframe.
Output: the final report analysing consultation responses will inform the government's response to consultation.
