Description
The Council wishes to establish a contract for a domestic abuse housing solution and support service for those who are homeless or threatened with homelessness due to domestic abuse. The
service will undertake statutory housing needs assessments and deliver homelessness prevention and relief duties in accordance with the Housing Act 1996, as amended by the Homelessness
Reduction Act 2017. The service will support the Council in its ambitions to achieve Domestic Abuse Housing Alliance Accreditation (DAHA) and will therefore adopt a rights-based approach to
support that facilitates access to a range of domestic abuse and wider support services in line with DAHA's values and principles, which include safety-led case management, survivor-led support,
perpetrator accountability, and intersectional and anti-racist practice.
This will involve administering statutory homeless applications and decision letters, undertaking housing needs assessments, and developing holistic personalised housing plans alongside proactive case management.
The Contract will last for 2 years (unless terminated under the terms and conditions of contract) with the option to extend for a period 1 year for the following two years subject to funding availability and performance on a 12-month review.
The contract will be awarded to a single provider although consortium bids led by a lead applicant are welcome.
