Description

Worcestershire County Council want people with learning disabilities to be able to tell us what they think about the services we provide in Worcestershire. In Worcestershire this is achieved through the following forums which are supported by our current Giving People with Learning Disabilities a Voice provider:

People's Parliament: is an initiative that started in 2013 in Worcestershire and has been successfully running every year since then. The People's Parliament is a group of expert members that meet and write a white paper on a topic that is important to people with learning disabilities. The white paper tells people what they have found out about the topic and what people with learning disabilities say about it. It identifies the things that need to happen and includes an action plan developed with relevant professionals.

The Learning Disability Partnership Board: This is a well-established partnership which leads the development and implementation of Worcestershire's Learning Disability Strategy. People with a learning disability are enabled to lead the co-production of the strategy, the preparation of agendas, the running of meetings and constructive challenge to partnership organisations. The Board is co-chaired by a person with a learning disability and people with learning disabilities play a key role in activity which takes place as part of the Board's work to implement the strategy, for example sub-groups, "task and finish" activities and other co-production forums.

Our current contract finishes at the end of September 2023, and we are looking to commission a service provider to deliver our new specification - "Having a Voice" - starting on 1st October 2023. We anticipate having a budget of approximately £48k pa for this service. The contract will be for three years with potential to extend by a further two.

The successful applicant will provide a support service to people with learning disabilities in Worcestershire to ensure that their voices are heard and that they are enabled to contribute to the co-production of services. This will be achieved through promoting self-advocacy, supporting people with learning disabilities to chair and participate in the Worcestershire Learning Disability Partnership Board, and supporting people with learning disabilities to hold a People's Parliament. One of the Partnership Board and Peoples Parliament members summed it up as:

'We have a voice already, getting it heard is the important bit'.

Through this engagement exercise, we are asking service providers to comment on our draft specification - see attachment.
