Description

The Greater Birmingham and Solihull Local Enterprise Partnership (GBSLEP) requires a supplier for the 'Provision of consultancy services to develop a West Midlands Life Sciences Cluster Development Plan, Business Plan and Business Case(s) for Funding'.

1. Development of a Cluster Development Plan that:

- Is credible with and supported by industry, government (national and regional), NHS and academic stakeholders - leveraging and adding value to existing regional and super-regional plans (i.e. wider Midlands level) (not either displacing them or working against them);
- Reflects not only the opportunities created by the regional infrastructure and assets already available, but the evolving priorities and needs of the West Midlands' nascent industry 'cluster' and potential investors in the region
- Supports the ambition of the West Midlands Local Industrial Strategy as regards health and life sciences
- Draws on learning from other successful clusters and cluster development plans - particularly in life sciences but also other sectors where relevant
- Sets SMART objectives/targets, milestones and KPIs

2. Development of a Business Plan for delivering the plan including:

- Delivery options analysis with a preferred option agreed with key stakeholders
- Full costing of the interventions plus any additional resourcing requirements (management and/or executive capacity)
- Financial plan including actual/potential stakeholder resourcing/funding commitments
- Governance arrangements
- KPIs and milestones
- Risk register

3. Development of one or more Business Case(s) for public and/or commercial funding to deliver the plan, noting that a case for public funding would need to align to the Treasury Green Book Five Case Model (strategic, economic, commercial, financial, management).
