Description

ONS are seeking to appoint a provider of recruitment services the Service Provider to assist with the sourcing of temporary staff within the programmes and projects being undertaken by ONS, which include:

Census Transformation Programme
Data Collection Transformation Programme
Economic Statistics Transformation Programme
ONS Big Data Project

ONS shortly intends to promote an opportunity to organisations that are interested in bidding for the role of Service Provider, and hereby invite you to confirm whether you would be interested in receiving the statement of requirements SOR and being invited to submit a tender.
Please note that this opportunity is to source a specialist supplier with demonstrable experience and capability of recruiting programme and project management staff only.

ONS have previously sought expressions of interest for this opportunity from suppliers under Lot 2 of NMNC but has taken the decision not to appoint a managed service provider.
Full details of the appointment and the scope of the Service Provider will be provided within the SOR. However, for your information, the following outline information is provided:

1. The Requirement
ONS have a requirement for short term contingent labour to support the provision of project management activities. Resource is required across a number of programmes and projects being undertaken by ONS, although the Census Transformation Programme CTP requires the largest number of project staff.
More specifically, ONS requires skilled and experienced individuals to plug gaps whist we are recruiting or to increase our capacity; it is unlikely that any appointment will be required for longer than 4 - 6 weeks.

The areas of expertise that ONS is likely to require contingent labour include:

Project Planning
Dependency Management
Project Controls and Metrics
Reporting and Briefing
Delivery Assurance
Quality Management

Configuration & Information Management
Change Control
Risk Management
Benefits Management
Cost Modelling/Cost Control

Temporary Work Seekers should have recognised qualifications (e.g. APM, or Prince2 or MoR at practitioner level) and a minimum of 5 years' experience.

Additional to this all appointees must hold Baseline Personnel Security Standards BPSS clearance to before arriving on site. More details on the BPSS can be found in the following link:
