Description
The Council are seeking a specialist and independent SEN consultancy service to provide support, challenge and specialist knowledge to the SEN Review project group throughout the SEN review process in Cornwall in order to develop a robust delivery plan by April 2016.
1. Provide support and challenge to the Council's project group in relation to quality of decision making, timeliness of activity and creativity of thought including attendance at monthly project group meetings (this can be achieved by tele / video conference). 2. Provide a written analysis of arrangements for specialist provision in other rural authorities and Cornwall's statistical neighbours by end November 2015. 3. Provide information about innovative models for capital developments including an options appraisal and cost benefit analysis of how resources can be used differently in Cornwall; suggestions of alternative funding sources and how these can be attracted by the beginning January 2016. 4. Contribute to the refinement activities in the seeking of views phase above. 5. Undertake an independent analysis of feedback from stakeholders by beginning January 2016. 6. Work with the project group during January 2016 to shape priorities using the data provided and feedback received from stakeholders. 7. Be available during February 2016, as required within the time available, to speak to groups of stakeholders and the senior officers of Cornwall Council about aspects of the SEN Specialist Provision Review & shaping the next stage. 8. Work with the project group during March to refine & develop the delivery plan with the actions to be taken to address the priorities as identified above.
