Description

NHS Newham, Tower Hamlets and Waltham Forest Clinical Commissioning Groups (CCG's) are responsible for commissioning high quality, responsive and professional services that meet the needs of our local population.
As part of local maternity service provision, the CCGs commissioned a local service, Social Action for Health, to provide our Maternity Voices Partnerships. These partnerships give women and their families the opportunity to feedback on their recent maternity experiences and also to influence service changes in local maternity services through direct partnership working with local maternity providers and commissioners.
Additionally in Tower Hamlets and Newham, Women's Health and Family Services have been commissioned to provide the "Maternity Mates" project. This project recruits, trains and matches up volunteer peer supporters, or 'Maternity Mates', who provide practical and emotional support to vulnerable women during pregnancy, birth and the early weeks of motherhood.
Because the contracts for these services are coming to an end, we now have to go out to the market to invite the existing and any new and interested providers to bid for new contracts. As our CCG's have historically commissioned similar services from the same providers we are now formalising these joint commissioning arrangements. We expect that this approach will provide joined up services working more closely with our one shared hospital trust, Barts Health NHS Trust. We also think this approach will enable us to commission a model that meets the needs of women and families, particularly our very mobile population and women who live, work and use services right across our patch.

We also want to hear what you want to see in future so that we can ensure that the commissioned services best meet the needs of our local communities. We are aiming to commission the peer support service for vulnerable pregnant women in Newham and Tower Hamlets from 1st October 2019. And, are aiming to re-commission the Maternity Voices Partnership service, across Newham, Tower Hamlets and Waltham Forest, from 1st November 2019. We will work to ensure there is a smooth transition during this period for local women and their families.

The services are covered by the Light Touch Regime are set out at Schedule 3 (Social and Other Specific Services) of PCR 2015. If the value of the Contract is over 615, 000 GBP the Contracting Authority must advertise it in the OJEU, although there is flexibility as to the design of the remainder of the Procurement Process the Commissioner is not voluntarily following any other part of the Regulations. The procedure that the Commissioner is following is as set out in the Invitation to Tender. The Process will be similar to Open Procedure process under the Regulations but, for avoidance of doubt, the commissioner is not running the Process as though the Open Procedure under the Regulations applies and so reserves the right to depart from that procedure at any point. The procurement will be advertised via OJEU and Contract Finder.

The contract period will be for 3 years from an estimated start date of 1st October 2019 (Maternity Peer Support Service) and 1st November 2019 (Maternity Voices Partnership) with option to extend up to further 24 months each. This will be dependent on performance and availability of funding. We will work to ensure there is a smooth transition during this period for local women and their families. Newham CCG would be leading on Maternity Peer Support Service and Tower Hamlets CCG would lead on the Maternity Voices Partnership contract.

Maternity Voices Partnership over possible 5year contract is £100,000 each CCG (Newham CCG, Tower Hamlets CCG, Waltham Forest CCG). Total of £300,000
Maternity Peer Support Service: £325,000 over the 5 year contract for NHS Tower Hamlets CCG and £425,000 over 5 years for NHS Newham CCG . Total £750,000
All these values are inclusive of VAT. There will be two block contracts covering this requirement. Providers may bid for one or both of these contracts.
Maternity Voices Partnership contract is commissioned by Newham CCG, Tower Hamlets CCG, and Waltham Forest CCG, and the Maternity Peer Support Service contract is commissioned by NHS Tower Hamlets CCG, Newham CCG.
