Please note, due to a Contracts Finder system error, a correct contract end date cannot be entered. All contracts have a start date of 1st September 2017 and provision for a two year extension. The initial term for Lot 1 is 5 years, Lots 2-4 are 4 years.

The current accommodation and support model for homeless people and rough sleepers in Brighton and Hove has been in place since 2007. The needs of homeless people in the city have changed over the past 9 years and the city is seeing increased numbers of rough sleepers, an increase in demand for supported accommodation services and increasing numbers of homeless people with multiple and complex support needs.

The Council is remodelling its services to meet the changing needs of homeless people, target resources and improve the outcomes for this section of the population. The Council is seeking providers to deliver Supported Accommodation services at various locations with Brighton and Hove and the Broader Market Rental Area. This is the first procurement process of the remodel, with two further opportunities to be issued later in 2017.

The ITT covers services broken down into Lots as follows, with the Price/Quality weighting for each Lot in brackets:

Lot 1: High Support Assessment and Accommodation (60% Quality and 40% Price)
Services to be provided from council owned premises at New Steine Mews. The successful provider will be required to take on a lease at the building.

Bidders' pricing proposals must not exceed £255,000 per annum for this service. The contract is for a duration of 5 years, with provision for a further extension of up to two years.

Lot 2: Multiple and Complex Needs Support and Accommodation (70% Quality and 30% Price)
Bidders' pricing proposals must not exceed £250,000 per annum. The contract is for a duration of 4 years, with provision for a further extension of up to two years.

Lot 3: High Support and Accommodation (60% Quality and 40% Price)
Bidders' pricing proposals must not exceed £10,000 per annum per unit. The contract is for a duration of 4 years, with provision for a further extension of up to two years. There is a maximum available budget of £560,000 per annum for contracts awarded under this Lot.

Lot 4: Medium Support and Accommodation (60% Quality and 40% Price)
Bidders' pricing proposals must not exceed £5,000 per annum per unit. The contract is for a duration of 4 years, with provision for a further extension of up to two years. There is a maximum available budget of £300,000 per annum for contracts awarded under this Lot.
