Description

Following a successful bid to Historic England, the Authority has been awarded a grant of up to £1.75m to deliver a High Street Heritage Action Zone (HSHAZ) scheme within the city.

HSHAZs are part of the Government's national package of high street regeneration initiatives and will deliver a programme of physical improvements, community engagement and cultural activities to reinvigorate historic high streets.

In Hull, the HSHAZ will focus on a project area within the Hull Old Town Conservation area which covers Whitefriargate and Silver Street (see map in Appendix 3). Regeneration works will be delivered between October 2020 and March 2024 through a grant scheme administered by the Authority. The grant scheme will allow building owners to apply for financial assistance to repurpose vacant floorspace at upper storey levels in order to provide new city centre residential accommodation in the target area.
To satisfy the terms and conditions of funding awarded from Historic England, Council is seeking to procure the services of a Conservation Accredited Design Consultant to assess and evaluate the residential regeneration proposals submitted by grantees, and to monitor and inspect the delivery of grant-funded works. The consultant must be an architect, chartered building surveyor or chartered architectural technologist with one of the following conservation accreditations:-
• Architects: listed on the AABC Register at category 'A', RIAS Register at Accredited or Advanced level or the RIBA Conservation Register at Specialist Conservation Architect level

• Chartered Building Surveyors: listed on the RICS Building Conservation Accreditation Register

• Chartered Architectural Technologists: listed in the CIAT Directory of Accredited Conservationists at Accredited Conservationist level

The Conservation Accredited Consultant Design Support Services will be required on a call-off basis, with timetabling to be agreed between the Authority and the successful bidder on a case-by-case basis as applications are received from grantees.
