Description
We are looking for a web-based Adult Community Learning (ACL) Education Management platform that is capable of capturing both tutor teaching quality and improvement action information along with associated ACL learner management information. The platform solution must be supported by an automated reporting capability providing a comprehensive range of reports covering both tutor and learner activity with associated performance measures.
ACL tutors are offered a range of teaching, learning and assessment training sessions as part of their staff development. The solution must be capable of capturing tutor attendance at these sessions, allowing access to the solution by both tutors and managers and providing a comprehensive and automated reporting process. Data captured should include as a minimum the attendance particulars for the sessions, focus areas, identified actions, outcomes, staff development needs, areas for improvement across the service, individual development plans for tutors and performance records.
Alongside we are also seeking the capture of vital information linked to associated ACL learners, notably information related to learner achievement, retention and pass rates along with other key data, to ensure we can report statistics which support ACL to accurately claim our funding while ensuring we remain compliant with ever-changing and demanding government rules and inspection standards. Although it is not essential, it would be good if the Education Management Platform could aid in tracking learner development - monitoring teaching and learning expectations.
Minimum requirements of the solution, it must;
• Interface with 2 different MI Systems (PICS- PELLCOMP, Terms - WestMarch Systems)
• read a merged ILR
• match ESFA rules for QAR data for Funding model 35 & 25
• be regularly updated inline with ESFA rule changes
• match apprenticeship QAR rules for funding model 36
• match rules for funding model 10
• provide achievement and retention data for loans and funding model 99
• enable reports to be customised in line with business need.
• enable data to be viewed at multiple levels, starting from the very top level right down to learner data, as well as by SSA, Gender, Disabilities, Ethnicity, in receipt of funding support
• be able to benchmark against National Achievement Rates
• distinguish between Accredited and Non Accredited learners
• have the ability to see data for specific curriculum staff
• provide data on learners destination and progression in line with ESFA Rules
The platform solution will be expected to be compliant with the WCAG 2.1 AA Accessibility standard, Information Security Cyber Essentials Plus and GDPR along with all reports being capable of being exported to both Microsoft Excel/Word.
Please submit an Expression of Interest, outlining how your organisation can meet the key points mentioned above for the Education Management Platform. Email your response to amy.silkstone@essex.gov.uk by 31/08/2023
