Description
Highways England (HE) has a requirement to deliver construction works to maintain, repair and renew the Strategic Road Network (SRN) within HE East Region. Construction Works Framework (CWF) will be made up of a number of different contractors from different specialist areas who will work together to deliver network improvement and maintenance schemes within the East Region. The framework is made up of 8 Lots and will cover but not limited to - Road lighting & electrical; General Civil Engineering, Geotechnical and Drainage; Technology;, Landscaping & Ecology; Road marking & studs; Road restraint systems & fencing; Temporary traffic management; Structures, structural services, and Expansion joints; and any other similar duties. Highways England may also use this framework to deliver works in any other HE operational area as a contingent measure.

How to take part in this Tender:
1. Register your company on the eSourcing portal (this is only required once) - visit https://highways.bravosolution.co.uk and click the link to register - Accept the terms and conditions and click 'continue' - Enter your business and user details - Note the username you chose and click 'Save' when complete - You will shortly receive an email with your unique password.
2. Express an Interest in the tender - Login to the portal - Click the 'PQQs/ITTs Open to All Suppliers' link. (These are Pre-Qualification Questionnaires or Invitations to Tender open to any registered supplier). Click on the relevant PQQ/ITT to access the content. Click the 'Express Interest' button at the top of this page. This will move the PQQ/ITT into your 'My PQQs/ My ITT's page. (This is a secure area reserved for your projects only). You can access any attachments by clicking the 'Buyer Attachments' in the 'PQQ/ITT Details box.
3. Responding to the tender - Click 'My Response' under 'PQQ/ITT Details' , you can 'Create Response' or 'Decline to Respond' (please give a reason if declining). You can use the 'Messages' function to communicate with the buyer and seek any clarification. Note the deadline for completion, then follow the onscreen instructions to complete the PQQ/ITT. There may be a mixture of online and offline actions for you to perform (there is detailed online help available). Submit your reply using the 'Submit Response' button at the top of the page. Suppliers should note that the deadline listed in this notice is the deadline for receipt of the Selection Questionnaire (SQ).
The indicative date for notifying suppliers if they have been successful at the SQ stage is the 27 March and for issue of the IFT is 29 March.
A Parent Company Guarantee or equivalent form of guarantee may be required at any time during the term of the contract.
Suppliers can only bid for, or be awarded, a maximum of 3 Lots.
Partners within a JV or Consortium are not permitted to:
a. be members of more than one Consortium/JV
b. apply as a sole applicant in the same lot as a Consortium/JV of which they are a member
c. apply as a sole applicant in the same lot as another partner in a Consortium/JV of which they are a member.
d. apply for more than 3 lots either in their own right or as part of the Consortium/JV
