Description

The Council requires suitably qualified and experienced research consultant or consultant team to develop an action plan to support the safe and successful reopening and long-term sustainability of local high street businesses following the COVID-19. The project will deliver against the Re-opening High Streets Safely objective 1 which will fund the project:\r
"to develop an action plan for how the local authority may begin to safely reopen their local economies".\r
The Brief\r
The pandemic has placed new pressures on already struggling high streets. Early indicators are that significant numbers of businesses in Enfield's town centres will not re-open and that consumer spending is likely to be hampered by a difficult economic climate. This sits alongside pre-existing trends including a consumer economy shifting towards online retail and emerging preferences for leisure and experience over traditional retail.\r
We are looking to deliver practical Action Plans for each of Enfield's 5 town centres to guide the councils work in supporting the borough both post-COVID and in light of long-term trends. These documents should aggregate, refine and build on work undertaken by officers to date, and function as a practical route map for the Town Centres team, and will be used to communicate with internal and external stakeholders.\r
