Description

East Riding of Yorkshire Council (ERYC) Business Support Team wishes to procure a company / companies to work alongside us to deliver a programme of support to help our business community to recognise options for reducing energy usage and to support reductions in cost and greenhouse gas emissions.

The overall objective of this support is to work with pre-identified businesses in the East Riding of Yorkshire to:
• Help review current company processes and energy usage.
• Identify potential cost and carbon reduction activities and savings.
• Identify types of low or zero carbon alternative energy solutions that could be of benefit to the business.
• Quantify / qualify the potential for reductions in greenhouse gas emissions (carbon dioxide equivalent CO2e) and energy savings, where alternative energy solutions are identified / being considered.

Due to the size and range of businesses in the East Riding, we see this as being two key areas:

1. Development of or access to self-help and self-assessment resource/s to help businesses to review current business practices and identify where they can reduce energy consumption, supporting them to implement solutions themselves.

We expect the resources to include, but not limited to:
• Ways of finding energy efficiency savings through procedures and activities
• Reviewing energy bills and assessment of current energy use
• Ways in improving their working environment or community space

2. Undertake energy assessments on East Riding Businesses and report findings to the team, to support potential access to additional services and grants where appropriate.

The assessments / surveys as a minimum should include, review of:
• Bill validation to assess bill accuracy
• Buildings including fixed building services, incoming utility services
• Equipment including portable and specialist
• Processes relevant to the business including product / service delivery, support facilities, management / staff practices.
• Recommendations for energy and cost reduction projects, which in turn includes, but not limited to:
o estimated project costs.
o annual cost savings.
o estimated payback period.
o annual CO2e savings.
o annual energy savings.
o life cycle costing.

Due to the potential uptake of the service multiple contracts could be awarded. Contract will be awarded based on the East Riding of Yorkshire Council procurement of goods and services standard terms and conditions.

Background and context

The ERYC, Business Support Team, delivers a range of services and support to our local business community, to support the growth of our economy. The area is made up of a diverse business stock, of around 22,000 businesses covering a wide range of business sectors and sizes of organisations.

Working alongside other ERYC departments, a wide range of partners, associates, and other business support provision our continuous aim is to respond to the needs of our businesses, promote potential opportunities for growth and review options to help overcome challenges that they may face.

At this time due to organisations of all sizes facing several significant challenges including the recent rises in inflation and energy prices we are conscious that further support is required and therefore looking for additional support to complement our portfolio.

Funded through the UK Shared Prosperity Fund (UKSPF) investment principles of supporting local business and community and place, this work will directly support the UK's Road to Net Zero and the ERYC Climate Change strategy.
