Description

Burnley Council requires the services of a suitable multi-disciplined company or consortia, experienced in historic building repair and restoration to support the implementation of Council's 'Exemplar Scheme'. The role of the Consultant is to manage all aspects of the development/design and delivery of the scheme in partnership with the Council, whilst ensuring value for money and that high standards of building repair and conservation are achieved.

Burnley Council has been successful in securing Historic England Funding for a Heritage Action Zone (HAZ) within St James St, Burnley town centre. The HAZ scheme focuses on a compact area of mostly Victorian buildings, classified within the retail core in Burnley Town Centre.

The HAZ is a four-year scheme totaling approx. £2.5 million which is in its first year of delivery and includes these key strands:
- Building works - through grant funding available to property owners towards external repair and restoration works such as repairs to roofs, rainwater goods brick/stonework and the reinstatement of architectural detail including windows, doors and traditional shopfronts.
- Public realm works - completed already there is significant environmental improvements to the town centre including upgrading of paving surfaces, traffic calming measure and decluttering of redundant street furniture.
-Community Activity Programme - Throughout the lifetime of the project, a series ofour community events/activities will be delivered along with heritage skills training opportunities to engage the local community in heritage and conservation.
- Cultural Programme - A programme that celebrates the identity of the high street within a wider cultural agenda.
- Creative Spaces Exemplar Project- A dedicated, lead by example space that will inject vibrancy into a currently vacant property and provide a fitting space for start-up creative businesses.

The Creative Spaces Exemplar Project, led by Burnley Council will be a building restoration showcase to other property owners within the HAZ area. The Council is currently making enquiries with several property owners for their purchase, with the intention of transforming a currently vacant space with a full repair and heritage restoration scheme to create a hub for start-ups within the creative industries
The value of the contract stated in this notice merely stipulates the Council's anticipated value for this work. This is provided to manage Bidder expectations in terms of funding available for this procurement.
