Description

The contracting authority is Worcestershire County Council (WCC), which is a non-metropolitan county in the West Midlands. It has an area of 1,735 km2 and a population of 598,000 (2020), and the County highway network consists of 3,900 km of roads that includes 113 traffic signals junctions and 192 pedestrian crossings.

WCC require the services of a Traffic Signals Contractor. The service will generally be located within the County of Worcestershire or on those highways maintained under agreement by WCC, and consists of:
o Maintenance of Traffic Signals, Pedestrian Controlled Crossings,
o First line maintenance of Variable Message Signs (VMS) and Carpark Management Systems (CMS), and
o Installation and renewal of Traffic Signals and Pedestrian Controlled Crossings.

The service to be provided does not include the supply or installation of VMS & CMS.

The procurement will be an open procedure, for a single supplier contract, under an NEC3 Term Services Contract, Option A - Priced Contract with Price List. It is anticipated that the tender will be published in late Autumn 2023, with a tender period of approximately five weeks. The contract duration is an initial period of 6.5 years, with potential to earn extensions up to a total of 11.5 years, subject to performance.

The Client currently anticipates a spend of approximately ?0.5m per annum on maintenance work. The value of new and renewals work is variable, but historically has averaged approximately ?300k per annum. These values are given for guidance purposes only and do not form a contractual commitment.
