Service Requirements
St Helens Council require an appropriately experienced, reputable, and innovative, business and enterprise support organisation to deliver St Helens' UKSPF Place-Based Business Support priorities and performance target outputs/outcomes.
The requirements of this commission are to:
• Reach and engage with Market-based businesses, startups, and Social Enterprises.
• Provide participating businesses with the knowledge and tools to leverage digital marketing for sustainable business growth.
• Deliver businesses with longer-term access to digital support tools, skills and knowledge to help them evolve and keep up with innovations.
• Improve business participation in digital marketing activity and promotion by providing access to an online platform that'll co-ordinate and manage all social media activity.
• Provide a digital tool for businesses to support content creation, reach, and engagement across social media platforms
• Deliver measurable and quantifiable outcomes that align with funding requirements and local strategic objectives.
The successful bidder will be expected to conform to UK Shared Prosperity Fund guidelines and eligibility requirements. Claims to the Council must show eligible expenditure with the correct evidence. Bidders are encouraged to familiarise themselves with UKSPF guidance, including (but not necessarily limited to):
• UKSPF outputs and outcomes definitions
• UKSPF branding and publicity requirements
The intention is to use quarterly claims in arrears for payments to suppliers. The Council will agree with the successful bidder the correct evidence and monitoring information to capture in order to evidence appropriate expenditure, and output/outcome achievement.
The strategic direction and day to day operational contact is the GDP team within St Helens Council. It will be critical for the appointed organisation to quickly form a close working relationship with the GDP team and other Council teams, including UKSPF officers, to ensure the process is delivered in a timely manner.
Interested bidders should propose their own delivery model and approach to delivery of targets and service level requirements (within the specified parameters).
Special consideration should be given to how the service will target people in protected characteristics groups including ethnic minorities, disabled people, and women.
