Description

Sevenoaks District Council is seeking to appoint a Cost Consultant and Project Manger/Employer's Agent (PM/EA) to bring forward a new high quality development on the site of the old White Oak Leisure Centre car park. The Cost Consultant and PM/EA will form part of a wider multi-disciplinary team.
A hybrid planning application (ref 19/02951/HYB) was granted planning permission in October 2019 with full permission granted to redevelop the leisure centre and outline permission granted for this residential element. This was to provide a new residential quarter of up to 41 new dwellings on the northern part of the site where the old leisure centre and car park are currently sited. A feasibility study has since been undertaken which has explored options to provide 81 dwellings of 1,2 3 and 4 bed flats along with 11 two-storey town houses. This option was selected from a viability and planning perspective.
This commission seeks to appoint an architect-led design team to further develop the preferred option to prepare and submit a planning application and to ultimately see through the delivery of the development.
The appointment of the Cost Consultant will be for RIBA work stages 2 and 3, with the possibility of proceeding to stages 4,5, 6 and 7 subject to the council's preferred procurement route and subsequent approval to proceed. The Project Manager/Employers
Agent (PM/EA) will be from RIBA Stage 3 at the point of tender preparation, proceeding through to Stage 7 subject to SDC's approval to proceed.
SDC will issue instructions to proceed prior to starting each stage as it wishes to reserve the right to break the commission at the conclusion of each stage.
