Justification

This tender process is being carried out on an accelerated time schedule. This compressed timeline is driven by the need to have an Accommodation Partner appointed in time to support provision of accommodation for the Summer 2020 delivery period in line with the core recruitment window for NCS. The scale and complexity of the project requires the winning Bidder to have at least a month to carry out the necessary mobilisation and service readiness.

The tender documents have been drafted on the basis of an accelerated procedure.

The Trust is a not-for-profit social enterprise established to shape, support, champion and lead a thriving National Citizen Service. It was set up by Government in 2011 to tackle some of the biggest social challenges in the UK.

The NCS Trust promotes Social Cohesion, Social Mobility and Social Engagement and does this through an activity-based programme delivered three times each year - 3 and 4 weeks in Summer and 3 weeks in Autumn.

The first two phases (of three) of the Summer programme involve a residential element, offering young people the opportunity to live independently, away from home. The residential element and associated requirements are the subject of this Invitation to Tender.

Note: This procurement is for a single Accommodation Booking Partner to source and book Phase 1 and 2 accommodation on behalf of the Trust. It is not seeking tenders from individual Venue providers.

The Trust is seeking a single Accommodation Booking Partner to search and secure Phase 1 and Phase 2 accommodation and related services on behalf of the Trust for both Summer and Autumn seasons.

The Accommodation Booking Partner will be responsible for:
- engaging the Phase 1 and Phase 2 accommodation market with support from the Trust
- report on available accommodation and terms to the Trust
- contract directly with venues based on Trust booking instructions
- book, pay and contract manage venues including booking adjustments
- invoice the Trust periodically for payments
- support the Trust to manage quality and baseline specifications for Venues
- support the Trust to run accessible, inclusive programmes for Young People
- work transparently with Venues and the Trust and comply will NCS policies and standards
- provide additional related Services.

Further details are available in the procurement documents.

Projected booking spend - £110m - £200m (approx £35-£40m per year. This is the amount the Trust anticipates will flow through the the Accommodation Booking Partner).
Management Fee - £100k - £1.35m (estimated amount Trust would pay to the the Accommodation Booking Partner in management fees per annum for the booking service provision).
The estimated value is not guaranteed expenditure and is subject to budgetary approvals. The Trust considers that the actual costs of the Contract may be less than the maximum value set out here.
