Torquay Town Hall is heated by a system powered by central, natural gas-fired boiler plant, installed during the 1990s. The contract is for the replacement of these boilers with natural gas-fired, condensing type boilers.

This procurement is following a Further Competition process in accordance with the Directive (2014/24/EU) and implemented in the United Kingdom by the Public Contracts Regulations 2015 (SI 2015/102) from Devon County Council's Standing List of Approved Contractors to which Torbay Council has access.
